The new fourth rail line, alongside two suburban lines already under construction by the Mumbai Rail Vikas Corporation (MRVC), will double the existing capacity, enabling smoother and faster travel. The Detailed Project Report (DPR) for this 29-km stretch was submitted to the Railway Board on April 7, 2023, with completion targeted for December 2025.

  • Bridges and Flyovers: The corridor will feature two rail flyovers, 44 major and minor bridges, 15 road-under bridges, and seven road-over bridges, ensuring seamless integration with the region’s road network.
  • Five Key Stations: Panvel, Mahape, Chikle, Chowk, and Karjat will serve as vital nodes, enhancing connectivity for local residents and businesses.

These features, combined with ballastless tracks, advanced ventilation, and lighting in tunnels, position the corridor as a future-ready transport link. The project’s alignment also offers scenic views, making daily commutes more pleasant for passengers.

Boosting Connectivity to Navi Mumbai International Airport

The NMIA, set to begin operations in June 2025, is a game-changer for Navi Mumbai, and the fourth rail line is a key enabler. Located just few kms from Panvel Railway Station, NMIA will be India’s first airport with multimodal connectivity, including highways, metro, rail, monorails, and even hovercrafts. The new rail line will ensure seamless access for Pune travelers, reducing travel time by up to two and a half hours via the Mumbai-Pune Expressway bypass.

Nearby areas like Ulwe, Kamothe, and Kharghar, the airport’s proximity (10 minutes from Panvel) and enhanced rail connectivity will drive economic activity. The NMIA, covering 1,160 hectares, is expected to handle 20 million passengers annually in its first phase and up to 90 million by 2032. It will feature a lotus-inspired design by Zaha Hadid Architects, a low-cost carrier terminal, and an aerocity with corporate offices, restaurants, and warehouses.

Projects like Marathon Nexzone, located just 10 minutes from NMIA and 20 minutes from Panvel Station, are already in high demand for their affordable 1, 2, and 2.5 BHK homes with amenities like a swimming pool and clubhouse.

The corridor will also catalyze commercial growth, with new urban centers, educational institutions, and healthcare facilities emerging along the route. This makes Navi Mumbai, Panvel, nearby areas and surrounding micro-markets prime locations for residential and commercial investments. The project is expected to generate over 4 lakh job opportunities, further boosting the region’s appeal for professionals and families.

Addressing Congestion and Enhancing Commuter Experience

Currently, the single-track Panvel-Karjat route primarily serves freight and a few long-distance trains, causing bottlenecks. The fourth line, combined with the two suburban lines, will allow Central Railway to operate three local trains on the corridor, significantly reducing travel time.

Challenges and Progress

While the project is on track for December 2025, past hurdles like land acquisition delays (noted in 2016) have been overcome, with significant progress reported. As of February 2025, major sections, including tunnels and bridges, are advancing rapidly. However, passenger associations have raised concerns about the feasibility of meeting deadlines for other MMR rail projects, suggesting potential delays. Central Railway remains optimistic, with three local trains already prepared for the corridor.
